Tribes in Kansas Gain the Green Light for Sports Betting on Professional and Collegiate Events: What You Need to Know

A joint committee of the House and Senate unanimously approved a bill to allow sports betting on reservation land in northeast Kansas. The Committee on Inter-Tribal Relations endorsed the agreement, which must be approved by both chambers of the Legislature and Gov. Laura Kelly before it can be submitted to the U.S. Department of Interior for review. The Iowa Tribe of Kansas and Nebraska operates a casino at White Cloud along the Missouri River.

The Prairie Band Potawatomie Nation was the first tribe in Kansas to complete the sports-wagering process in July 2023. In April 2023, the Senate approved the tribe’s revised compact 27-8 and it was endorsed 93-27 in the House. Attorney Russ Brien, a member of the Iowa Tribe of Kansas and Nebraska, mentioned that the compact is similar to the one approved last year for the Prairie Band.

After years of debate, the Legislature passed a mobile and retail sports gambling bill in 2022 that was signed by Gov. Kelly. The bill applied to various state-licensed casinos, including Boot Hill Casino & Resort, Hollywood Casino at Kansas Speedway, Kansas Star Casino, and Kansas Crossing Casino.

Tribes in Kansas are allowed to participate in sports gambling on professional and collegiate events, but they must follow a different procedure for regulatory approval than state-licensed casinos do. Tribal casinos interested in sports betting must request approval from Gov. Kelly and engage in negotiations with her office to amend their compact with her administration’s signature or approval from her cabinet members before it can become legal on their lands.

The new bill includes provisions for remote online wagering from locations throughout the state if there is demand for it.

Justin Whitten, chief counsel to Gov. Kelly stated that “this new agreement allows us to continue working closely with our tribal partners while ensuring responsible gaming practices.”
