Robot Suicide” in Gumi City: South Korea’s First Case of a Falling Public Service Robot Raises Ethical Questions

The Gumi City Council in South Korea has reported an incident involving a public service robot that fell down a two-meter-high flight of stairs, leading to what is believed to be the country’s first case of “robot suicide”. The robot, named “Robot Supervisor,” stopped working after the fall at around 4:00 pm on June 20. Witnesses observed the robot rotating in place mysteriously before the accident occurred on the stairs between the first and second floors of the city hall.

The council has launched an investigation into the cause of the fall, and debris from the accident has been collected for analysis by a robotics company. Robot Supervisor was an integral part of Gumi City Hall operations since it was selected in August 2023. It assisted with transporting documents, promoting the city, and providing information to local residents. The robot worked from 9 am to 6 pm and even had its own civil servant ID card. Unlike other robots limited to a single floor, this one could manually operate elevators and move between floors.

Despite this incident, South Korea remains known globally for its high robot density, with one industrial robot for every ten employees according to the International Federation of Robotics. While there are no plans currently to introduce a second public service robot, discussions have sparked about ethical considerations surrounding integrating robots in positions traditionally held by humans. Additionally, concerns have been raised about workload and well-being of robots in the workforce.
