Increased telephone and in-person interviews: Transforming the lives of prisoners

Revolutionizing Prison Management: New Decree Brings Hope for Reform in the Punitive System

The Council of Ministers has approved a prisons decree that focuses on several key changes aimed at improving the efficiency and effectiveness of the penal system. One significant aspect of the decree is the hiring of new prison managers and police personnel to ensure stable and efficient management within each penal institution. This includes establishing a strong management chain by assigning a commander, director, and, for larger institutions, a deputy director.

The decree also aims to simplify and expedite procedures for access to early release for prisoners. To achieve this, it increases the number of phone calls available to prisoners, which can help improve communication with family members and address issues of isolation.

Another significant change introduced by the decree is the creation of a community register to facilitate the reintegration of detainees who do not have suitable domiciles or socio-economic conditions for home detention. This list includes residential facilities that provide support for social reintegration through professional training, rehabilitation programs, and other services.

Furthermore, the decree includes measures to streamline procedures for surveillance magistrates, ensuring a more structured approach to calculating sentence reductions and early release. This allows for a clearer understanding of the benefits available to prisoners based on their behavior, encouraging positive conduct within penal institutions.

Overall, the Prisons decree represents a comprehensive effort to enhance the functioning of the penal system, including improvements in staff recruitment, communication resources for prisoners, and support for the reintegration of detainees into society.
