CDT Releases New Technology Letter Regarding GenAI Updates

New Updates to California’s Generative AI Directives and Policies for IT, Non-IT, and Telecommunications: A Comprehensive Overview

The California Department of Technology (CDT) recently announced updates to its generative AI (GenAI) directives, policies, and guidelines for IT, non-IT, and telecommunications. These changes were detailed in a technology letter issued on Monday.

The letter highlighted “minor edits” to the Statewide Information Management Manual (SIMM) 71A and B, new language in the State of CA Generative AI Toolkit for Procurement, Use, and Training, and a new name for the Standard Form 1000. The SIMM 71B Certification of Compliance with IT Policies template was also updated to include a new “not applicable” option for cases where procurement is not required.

In addition to these changes, the State of CA Generative AI Toolkit for Procurement, Use, and Training included new contract language, updated solicitation language, a clarification on the inclusion of a GenAI Risk Assessment (SIMM 5305-F) in all GenAI procurements regardless of risk level, and a new process to submit forms to CDT and/or begin a consultation.

The Standard Form 1000 has been renamed as the “Generative Artificial Intelligence (GenAI) Reporting and Factsheet,” and submission requirements have been modified. In a recent vendor forum held by CDT, officials discussed the importance and process behind the new form to help understand cases of GenAI within state agencies. It was clarified that the form would not be used to disqualify vendors from procurements.
